Hobart CBD Office Accommodation Consolidation and Workspace Assignment Plan
Why We Were Appointed:
Faction was engaged to provide a documented pathway for the Department’s accommodation and workspace planning, including optimisation of existing office spaces, potential refurbishment planning, and improved team colocation.
Client Challenge:
DoH occupied multiple leased premises across Hobart CBD, including both administrative and non-acute clinical functions, with identified inefficiencies in space utilisation, adjacencies, and occupancy. The Department required a strategy to consolidate teams, optimise floor space, and align with Treasury’s accommodation standards.
The Tailored Solution:
Faction conducted analysis of existing accommodation arrangements, assessed occupancy and density, reviewed floor layouts, and engaged with key stakeholders to develop an Office Accommodation Principles framework. We provided a staged approach including:
Stage 1a: Development of office accommodation principles to support safe, functional, equitable, and adaptable workplaces.
Stage 1b: Analysis of business unit needs, existing resources, and optimisation opportunities.
Stage 1c: Recommendations for business unit placement to optimise floorspace.
Stage 1d: Development of a business case to support accommodation assignments and refurbishment recommendations.
Results / Outcomes / Metrics:
Maximised DoH administrative occupancy at 22 Elizabeth Street following Department of Tasmania’s departure from the building.
Improved floor space utilisation and business team adjacencies across multiple Hobart CBD sites.
Achieved more efficient and effective workspaces with flexibility for organisational changes.
Supported reduction in accommodation overhead costs over the medium to long term.
Enabled collocation of non-acute clinical functions closer to the Royal Hobart Hospital while aligning with Treasury’s Office Accommodation Fitout Guidelines.
