Why We Were Appointed 
Racing Queensland engaged FACTION due to our proven track record in delivering complex social infrastructure projects, our independence in superintendent services, and our ability to manage costs while ensuring regulatory compliance and timely delivery. 

Client Challenge 
Racing Queensland required the development of a large-scale facility on a complex greenfield site, with multiple lots and significant early works (including demolition, earthworks, utilities connection, and staged delivery). The challenge was to deliver a high-quality, safe racetrack precinct while minimising variations, controlling costs, and ensuring a collaborative process with multiple stakeholders. 

The Tailored Solution 
FACTION adopted a hands-on, collaborative approach to superintendent services, focusing on: 

• Reducing cost and time risks through proactive contract administration 

• Regular site inspections and “hold point” reviews to ensure compliance and quality 

• Maintaining strong communication with Racing Queensland, contractors, and consultants 

• Identifying and resolving design/documentation conflicts early to avoid delays 

• Managing staged handovers (Function Building Pad and Access Road) to meet operational deadlines

• Delivered superintendent services that protected the client’s interests and reduced risk exposure 

• Achieved practical completion within scheduled timeframes, with early staged handovers completed on time
